Could not initialize Photoshop because the file is locked: solved!

Can’t initialize Photoshop? Neither did I. But the photoshop run fine now. Thank God!
Usually when facing that problem, I just reset the Photoshop settings by pressing and hold Ctrl+Alt+Shift (on Windows Xp) when opening Photoshop (Start> All Programs> Adobe Design Premium CS3> Adobe Photoshop CS3).  And an alert box appears,”Delete the Adobe Photoshop Settings file?”.   [...]
